On July 30, 2025, the Trump administration announced that the duty exemption for shipments valued up to USD 800 will be removed, effective August 29, 2025. This change has a global impact on all operators transporting goods to the United States.
Under the new rules, customs duties must be paid before goods can be shipped to the United States. Exceptions apply to document shipments and gifts between private individuals, provided the value does not exceed USD 100.
U.S. Customs has not yet provided details on how the payment process will work. Postal operators in various countries currently lack systems to collect the required customs duties.
The situation creates uncertainty around delivery options, return procedures, and responsibilities also in Finland. As a result, suspending shipments of goods to the U.S. is currently the only feasible solution. Several other countries, including Estonia, Sweden, Denmark, and Norway, have announced they will also suspend shipments of commercial goods to the United States.
The last sending date for parcels and letters containing goods to the U.S. is Friday, 22 August 2025.
Document and gift shipments up to 100 USD can still be sent
Shipments of documents from businesses and individuals, as well as gifts between private individuals valued up to USD 100, remain duty-free and can continue to be sent to the U.S.
Working together to resolve the situation
European postal operators are working closely with U.S. Customs and the Universal Postal Union (UPU) to find a solution. The goal is to resume shipments of goods as soon as possible. However, for now, the implementation date of August 29, 2025, remains in effect.
